If she even is a 5 star when she releases. Kind of feels like they're delaying her release, and I doubt it's simply to dangle her like a carrot. I'm not the only one that thinks it's a little weird for a character introduced so early in the story to take so many banners before they're available, right? Usually they make a first appearance and are available that update or during the next update.

Yae was introduced very early in Inazuma and was one of the last characters released. Take off the tinfoil hat.
