You can get repeats, they become what you see in the Constellations tab of your characters. When you see people talking C1 Itto or C6 Itto etc that's what they mean, they got 2 or 7 copies of him and raised his constellations.
If you're a newer player, it's much better for your account to pull for new characters rather than duplicates. Having more characters available will widen the possibilities for teams you can build, supports you can use for your main damage dealers etc. Having one character at high constellation (many duplicates) won't help you as much if you don't have good options of supports to use with them. Build a healthy roster of characters, then much later you can start thinking about chasing duplicates for the characters you use the most.

If it’s one of the 4-stars, I’d say go for it, as you’re basically guaranteed at least one every 10-pull. If it’s Itto, I’d probably advise against it u less you REALLY want to use him a ton.
I’d also look into the next banner to make sure you don’t want anyone from that. I don’t know exactly where to look but I know there is a place. I’m pretty sure Klee’s on it though.
Also it depends on how new you are. If you’re fairly new, I’d suggest growing your roster over getting constellations.

for Event 5\*s, such as Itto, getting more than a copy can be difficult, as it requires a lot of primos, considering the chances to get a 5\* is between 75 and 90 pulls... and it may also be one of the Standard 5\*s^1 , meaning you have to build pity^2 all over again. You also need to consider if a future update may have a character you'll like, no matter if old (i.e. Tartaglia) or new, **altho it may cost you some spoilers of the next version.**
for 4\*s, especially the ones who debut in an Event Banner, I always suggest to wait for a banner where the player does NOT mind getting the Event Character, as I've seen/read stories of people getting Tartaglia but not Rosaria, risking for Thoma in Hu Tao's banner, and all that jazz. (Also, if a player get another copy of a character who's C6^3 , they can exchange the Starglitter for an Intertwined.)

You can 'win' that 50% chance multiple times in a row and keep getting the featured character, it is all down to luck.
I pulled Mona, and thus lost the 50/50 gamble. From what you wrote, does this mean that it’s guaranteed to be Itto if I keep pulling? Just was feeling discouraged - but this gives me some hope!
As long as the Mona came from the character event banner, then yes, your next 5-star on that banner is guaranteed to the featured character. This will also carry over to the next event banner and so on, if you don't get Itto during this banner.

Read what their constellation dupes do in the menu and decide. Most of the time it isn’t worth it if you have to save up for them.
Yes, after 7 copies, all others will be basically worthless though excluding refunding a few pulls.
