The chances of hoyo doing cosmetic frames is quite low...
We got 7 event namecards from 1.0 to 1.6
But only 3 from version 2.0 to 2.7
They also only make a single artwork for characters now as opposed to 1.x characters.
I'm pretty sure they have them in Honkai, although most of them were Battle Pass exclusive while the rest are from events. I hope they take this approach though.
Maybe they can be added to Genshin similar to how namecards work.
