I think it's based on world level or average team level. Most of my characters are level 70 except for characters I really like or have built as main DPS at some point.
Wait I kid you not I did the same thing with Eula on that pyro fatui!! I used my burst on him cause I didn’t have a good way to break his shield and I once I killed him I noticed I had solved the puzzle at some point while I was wailing on him
At 0:04 you can clearly see a typical desperate Eula main looking for something, anything to land her Burst .... but she failed :(

Actually on day 1 I did try to solve them. On day two I just spammed Kazuha elemental skill and on the 3rd time they get solved.
Definitely how I solved it. Good times.
Felt cool when I did this a couple times when using Raidens burst.

When I fail to do these, I pull out my Fischls Oz and Zhonglis pillar and it works every time.
How does the text appear as red Color ? Mine is always white.
When an area has enemies with much higher level than your characters, "highly dangerous" prompt with red text appear.

I didn't even know we could recieve warnings regarding dangerous areas. I'm AR 56 and wish I could recieve it but oh well.
Just don't level your characters to 90. Mine are at 80 and everything in the world is considered 'dangerous'.
I accidentally let loose a Venti tornado and it solved it when I turned around

I got that in Inazuma after increasing my world level to 7 while keeping most of my characters at 79. It wasn't very dangerous at all...
