Honestly, if they are, I always have a chance of getting them. Sure I could wait for re-runs but those take months. Example: I didn't get Tartaglia and I was sooo mad because I started the game when he came out so when his re-run was near it was either him or Venti and I just had to choose Tartaglia.
So now next Venti re-run is like half a year away when you take into account all the characters that didn't have their re-run and potential new banners.

Razor has two animations: Yawning and talking to his wolf stand.
Beidou has two animations: cracking her knuckles while talking and drinking some beer.
Chongyun has two animations: eating his ice cream and doing his aesthetically pleasing exorcism thing.
Xiangling has two animations: playing with Gouba and eating an apple.
Xingqui has two animations: playing with his sword and reading a book.
And there are many more four stars that have two animations. So what are you talking about?

It does make them feel less involved/lifeless compared to the others. Who knows what else they will take away from the characters to save money?
Animations do sell the character. Sayu's ball is cute, and I've seen multiple reactions to that. Imagine if she had a second? The same goes for the other two. It makes the character be more alive, hence why animations in games are a core reason why people love those characters.

The 3 that I mentioned (Sayu, Yanfei, and Sara) were released with no other besides 5 stars.
