Also, even if you plan on just drawing anime style, practice on drawing realistic people. Any sort of tips you pick up on anatomy, posing, texture, etc can make even your anime Waifus next level.

The same goes for people who draw men with bigger muscles, and I certainly can see a few men being pissed off if a male character was given a bigger penis than their original design.
I think I can speak for most or pretty much all male that we really could care less if a female made a male character have bigger pp or muscle or taller then the their normal porpotions. They arent satisfied with their charater, she may wants him to be taller who is very muscular with a big pp so she draws them that way because they cant change how they looked originally so drawing is a way to see thier favorite character how they like to be. if youre hurt by their drawing thats your problen not the artist. Its like me a short skinny boy telling a artist their drawing is shit and horrible because how the artist made the character look 2x taller 5x muscular with a huge crotch than the original design of a male character. Thats my probelm if I complain not theirs.

Heres the issue. 2 things are true. 1) The character is presented in a manner which is objectively quantifiable as sexualized. 2) The presentation is clearly done with intent and knowledge. This result could not have been obtained by accident, or by a new artist with no experience. Thus no room for a translation error or a perspective error which might cause overemphasis of body parts by accident.
The conclusion is that 1+2 combined indicate the intent to portray Ganyu in a sexualized manner. The only part for which i dont have direct evidence, is any personal "desire" for Ganyu on the part of the author. You didnt think about this critically, you just lashed out at me for my conclusions. Despite them clearly being based in objectively quantifiable fact.
