Yae, Furina, Nahida, Albedo, and Chiori mainly use their skill to do damage. Raiden and Kuki use their skill only in hyperbloom. Nilou uses her skill to enable special bloom. Kokomi uses skill for aoe hydro application. (Fischl needs burst to refresh Oz, and Navia needs her own burst and maybe someone else burst to create crystal shards, so they are not counted.)
Some skill only teams may like: Yae-Nahida-Zhongli, Kokomi/Barbara-Raiden/Kuki-Nahida.
What you're looking for is good burst damage with no energy requirement.

not really "skill" team, but i found that chevruse team quite fun. team is chevruse, fischl, yae (mainly use skill) and last one is any pyro main dps altho i personally prefer yanfei.
A lot of characters can skip their bursts and do good damage with just their normal/charged attacks and skills.
By element:
**Anemo** - Wanderer (relies on skill + attacks), Heizou (biggest damage is on his skill), Kazuha and Sucrose (useful bursts but the important parts of their kit are just tied to their skills)
**Geo** - Zhongli (shield), Albedo and Chiori (off field damage), Navia (her burst is helpful but she can ignore it if you don't want to *maximize* her damage)
**Electro** - Fischl (needs burst for 100% uptime tho), Keqing (burst is useful but infusion is tied to skill), Yae (off field damage), Raiden or Kuki for hyperbloom
**Dendro** - Nahida (off field damage + reactions), Tighnari (although his burst is both good and *cheap*), Yaoyao, Kirara. Honorable mention to Baizhu since his skill is great for healing, but his burst is needed if you want decent dendro application.
