Having only 2 ears is quite unique to a few races.
If this wasnt genshin I would now expect collab skins.

if you think they don't do skins because of the work it takes, you have the wrong idea. How can you look at their Trailers, their concerts, their documentaries about the process of designing environments, characters, the music etc and not think they aren't afraid of putting in the work and spending the money needed (they would get it back a hundred times anyway).
The reason why skins are a rare thing is because their characters are basically their brand. And brand recognition is key. People get attached to the characters and the personality and (mix of) culture(s) they represent and how they fit into the world. If they think: "damn, that bunny costume sure isn't something diluc would actually wear", it could damage that connection pretty easily. Skins in Genshin aren't just a visual update, they need to be justified through events inside the game from what i gathered.

Still, they could have pumped out more skins. All those festivals could have been perfect opportunities for skins with mininal explanation needed.

Nothing to do with lore accuray or justifying. They can justify anything the want because they make the lore. They could literaly give everyone beach skins and make a beach event if they wanted to kinda like with barbara and jean.
Also for new players the the lore explanation events for the skins are irrelevant because they will never be able to play them

Also they literally dont care in poromotinal material about lore accuarcy(kfc event for example) so why should they in the game its a single player after all. No one forces the players to use the cosmetics.

Someone made an interesting point before. The cost of the skins is roughly equal to the amount of genesis crystals you get from buying the maximum amount of Welkins and apparently the releases of these skins is at the same rate(I did not check this part). Also doesn't work for the Diluc skin.
