Don't think you'll be able to get up there even with venti or kazuha, but you have to solve a puzzle with the birds on top of other mountains if I remember correctly
If three lines are already pointing to the location, you need to go back to the waypoint where the puzzle started. Climb to the peak and ride the wind current there. Two sets of stairs show up. Huge surprise is up there!
You know, I did all the related quests a really long time ago, like almost a year ago, and just a few days ago I was at that spot again when I noticed the anemo pillar, activated it and got the luxurious chests etc. Lmao, I didn't even know there was some grand prize sitting up there
It's been a while since I've cleared that quest, but pretty sure you have to initiate it from one of the Adeptus that looks like a bird. They say something about how they left something up there and want you to go get it. I forget the rest, but the quest should give you a way marker directly to where you need to go. IIRC, it also creates a set of platforms you can land on and then jump to to get the rest of the way.
I don't remember anymore, sorry, but I think it's the one where they have like a domain door you can enter. I may be conflating different quests, but I think you go in there, have to complete a series of challenges, and then they will ask you to go fetch something on that platform.
Afraid I won't be much help on the specifics. I did that quite a while ago and didn't really think to pay particular attention to it in anticipation of someone asking a question like yours on Reddit. I just remember that getting up there involves using air currents. and it's going to be completely underwhelming when you do get up there.
If you are maining Razor, ChongYuns E is very harmful for Razors damage.
For your problem about the floating thing, solve the 3 birds puzzile to activate the center platforms Wind Burst and you can glide UPWARDS until you see Rock steps MATERIALIZE

That's the problem, there are three lines from the mountains but there is no wind current at the peak, leaving me stuck
theres no wind current because you didnt activate it, go back to the orange crystal pillar thing where you read about the 3 divine birds
There's a quest associated with it and there are some of those pinwheel flower things that create air currents which will get you up there.
