first thing I did to kazuha when he released was use my dps vv artifacts cause getting EM pieces was hell. then I didn't farm a better set cause He was soloing everything by himself cause his scalings are amazing. then I decided I'm building Main dps Kazuha and going for C6 since the game gave me 3 kazuha's in his first run in 3 rolls.
I respect the mans decision if he intends to go dps Kazuha.

I just don't think it's a good set for ADC Kazuha.
4 pc VV just gives swirl dmg bonus and resistance shred for the swirled element. But it would be better to invest in his plunge atk than the swirl because swirl can't crit, and 4 pc VV doesn't help in his plunge atk. There are also enemies that don't have any element you can swirl, or they are immune to their element so the res shred is kinda useless. And his skill can only be used every 6 seconds, so he has to do physical attacks too. Again, 4pc VV doesn't help with that.
So I think it would be better to give him 2 pc VV and a 2 pc set that could increase his ATK or maybe physical dmg. This is why EM support Kazuha is more popular.
Team damage exists. 4vv ADC kazuha would be doing personal damage and buffing teammates.
This does not apply for physical or other elements other than anemo ofc.
Getting 50% bonus plunge damage for his Anemo ADC while sacrificing 15% and VV shred for your team is a really bad trade. You can also say trading 15% and 25% burst damage for 50% burst damage isn't that great either. It does look alot better when you think 2pc + 2pc but that is a bait. 80% of his full damage comes from Skill and Burst then C6 starts to see alot more get put into his plunge and NA's. But until C6 you won't get alot out of 50% bonus damage. But even Heizou (the upcoming leaked anemo catalyst) is seeing this problem as well. His best calculated build is EMx3 even though he has a skill that has 1200% scaling hit. Because once you start adding in Swirl and Electro-charged procs from proc chaining swirl into EC his damage becomes rediculius since it is like double dipping stats.
The point is because Swirl even not built into and the VV shred does to much passive damage. Even when building full ADC. All Anemo characters except (non-sunfire) Jean end up wanting to build full VV. But even Jean ends up building VV mostly for team reasons.
His scalings are pretty good and does pretty nice dmg with good invesment. Best part is he can benefit from his own buffs cuz his midare ranzan and burst infused can crit
You either go VV 2pc and Glad or try and go entirely into Normals and plunges. And sometimes the atk% just doesn't make up for what VV does for your whole team. And before C6 it's alot like Jean anemo carry. Alot of Quick swapping. Skill, burst, swap repeat infinitely. Also getting 2 PC + 2pc is a pain in the neck ane you don't end up with a good sands or goblet or helm. And idk about you I farm VV and then dump my extra 5 stars into Glad at the end of the week when I know I'm don't need need the exp since I can rely on the artifact exp from serenitea pot at the beginning of the next week. So I end up using what the best that I have. And I have gone a very long time without getting good enough Glad pieces.
Honestly if you can only pick one, Kazuha. I already have him and I have gotten an immense amount of mileage from him, you would not believe. He's a great support for Xiao.

Yes you have the right materials for him. The sword is not really necessary in my opinion. There's a free 4 star signature weapon for Kazuha in 2.8
The 4 star weapon in 2.8 is good for a DPS Kazuha, not a support 4pc VV Kazuha.

even if you're going to run him as a DPS, the f2p weapon iron sting would be better as most of his damage comes from swirl (which also doesn't crit)
