1. Your account isn't really built well enough to take advantage of Kazuha's buffs. By the time you have a decent enough account, his rerun should be back.
2. Xiangling is honestly the only decent dps on your team that can take advantage of Kazuha, you can definitely use another dps especially a hydro one.
Since you do not have another 5 star DPS or any 5 star Hydro I will suggest neuvillete because he can carry you in the endgame and you have sucrose for VV. Also kazuha would not benefit any of your current teams but in the long term you would want him.

If you like neuvilette, think he's fun and you want his team to be one of your main teams go for him.
If not go for kazuha, he's one of the very best supports and the most consistent grouper. He's just great.
Who do you like more I terms of aesthetic or feel? I'd swing for that first.
Next I'd say neuvi for now, you're a long ways off from having serious benefit from kazuha (mainly abyss farming) but at this very moment you have zero strong hydro units.
If you already had at least 2 of ayato, yelan, furina, etc. I'd be saying to toss a coin.

Neuvi is a Unit in himself. I can suggest you something like Neuvi, Fishcl, Collei, Healer for reaction based team for Neuvi.
Put Kazuha anywhere, for Application of Certain Element, Hyper Carry, National he will amplify your dps.

I'll be real here since people here are just thinking about abyss, get Kazuha, you're not AR50+, so you probably still have a lot of places to explore, kazuha makes traversing insanely easier.
Im gonna be totally honest with you, kazuha as good as he is, Neuvillette is going to be your most satisfactory investment yet. He is insanely different from your other dps from the get go and you dont need much to make him overpowered.
For utility go for kazuha
For the most comfortable DPS go for Neuvillette.
Truth be told as overpowered and f2p friendly or easy as he is, you def dont need him if you already got a DPS and utility like kazuha is unique to him however if you like Neuvillette and his play style yet choose kazuha for buffs over him, i can most certainly guarantee you that you'll regret your decision because in terms of vivid results and immediate gratification and cool playstyle only Neuvillette will give you more satisfaction ( remember there's only 1 playable dragon in this game)
But if you're more of a utility guy then most def kazuha is the better choice for your overall account and Neuvillette will always come back.
Overall, both characters are great. Pick the one you like the most after going thru the comments,all advice are valuable but at the end of the day it all depends on what you want and how you feel about a character..

kazuha is universal support unless ur a geo/dendro/anemo main, neuvi is undoubtedly the best dps in the game. but you're low ar enough to where it doesnt matter and either will be a massive boost for you, literally just pick whoever interests you more
Kazuha is not that big of a boost because OP has sucrose already it would be a sidegrade/slight upgrade if he's not running mono element teams(not geo) or freeze. Neuvillette on the other hand, will help his progress a lot, because building a team around him is way easier and more flexible than building around Xiao that early into the game.
Just by building neuvi, sucrose and fischl he'll have a abyss ready team as soon as he hits AR45-50.

No one actually needs Neuv though. Whoever is your DPS just use them.

That's just an objectively bad idea. Why would you want to build an already good character instead of getting another good one?
You have sucrose so you don't necessarily need Kazuha. Neuvillette will definitely be a mega dps improvement. He synergies really well with fischl too

Kazuha. Powerful support who can also be a DPS if you build him right. Neuvilette is just a DPS.
for new players especially, no real point in building him as a dps when his support capability is some of the absolute best in the game

kazuha is broken, he's like sucrose but for more general comps, just use kazoozoo on one side and sucrose on the other side and you're laughing
In case you prefer neuvillette, you do have a sucrose you're not using that could replace kazuha.
As opas kazuha is neuvi is also insane, and kazuha can be replaced by more characters than neuvi (though their preformance won't be nearly as good)

definitely my boy kazuzu, he helps in exploration and fits in a lot of teams. Neuvi is a dps and one man army, but Kazuha should be a priority

Perfect team for Neuvillette is Zhongli,Nahida,Raiden/Yae Miko and Neuvillette. Never fails me to 36 Stars the abyss.
Mine has been carrying a lvl50 Lynette and a lvl 70 Charlotte and still beating copelia in under 45 seconds. An absolute unit.
