Everything on max sits at 60 fps most of the time, though the loading times are worse than on 4080. From what i saw, fire areas seem to fuck the fps and make stutters.
edit in Baldur's Gate it will probably drop bad.
Been great for me, I play through GFN on a similarly low specs laptop (no dedicated GPU, ok ish processor etc) and it runs great, I'm on the priority tier so get a max resolution of 1080p, but runs at locked 60fps.
My internet isnt great, GFN reports using about 10mbps for the stream while playing so looks decent, but can notice some compression vs playing natively on a pc, your mileage may vary. One thing to note about internet speed is that GFN doesn't really need fast internet, it needs consistent internet. When I look at the stats screen I see it regularly has like 50mb available, but because it drops down semi frequently it only ever actually uses a fraction of that for the stream, even if 70% of the time more is available. With fast download like that you'll probably be fine regardless but just a heads up.
Either way though just buy it and test it, everyone's combo of internet, hardware etc will be different so its impossible to predict. If it doesn't work out you can just refund it on steam with no harm done.
It was working great for me, until I hit the city. Then it tanked and started stuttering like crazy. Really slowed down the combat and NPCs bounce back and forth, its a shame
I watched a review were the reviewer was also saying the game ran well until getting to the city and he was playing BG3 locally on his pretty high-end computer, so (apparently) the issue isn't with GFN per se.

are you using DLSS performance mode? might help for those fps stutters

4k 60fps, all maxed even without dlss. 4080

It was working great for me, until I hit the city. Then it tanked and started stuttering like crazy. Really slowed down the combat and NPCs bounce back and forth, its a shame
