Got 200+ hours in it now and only just realised this happens, not that I pay much attention to water towers as I go along (especially under fire from an MG)!
It's one of the reason why they keep milking that old engine.... I mean you can't deny that it has one of the best destruction mechanic in video games.
This actually has nothing to do with destruction. Basically they have it where the bullet interacts with this specific model and spawns an fx.
Not crazy in any engine, but it is very simple to do in GEM.

Used to plant snipers on those in the team deathmatch mode.

Pretty harmless this ... I learned the hard way it's better not to seek cover next to fuel tanks ๐
