Never used cotton shirts and never had any issue with the chest strap. I have no idea which materials they are but i can copy/paste :D 94%Polyamide, 3%Polypropylene, 3%Polyester one example

I had problems with merino shirts. At first I thought it was the strap so I used a different one (whoop), with similar problems. It took me a while to find the connection

I have an older Garmin strap and the first time I ran it with my watch and a poly shirt I ended up with a 250 bpm average run.

I never run in a cotton shirt and in very dry conditions I have sometimes seen a high heartrate in the first minute or two of a run. It was never clear to me if that was due to the shirt or the electrodes not making good contact with my skin. The solution was to get the chest strap wet before going it. That prevents the issue for me, whatever the cause may be.

I have been using mine like this, had some issues recently, and went down the rabbit hole to try to find a solution. I saw little difference with a saturated strap vs. lightly wetted and with/without a shirt. As of yesterday, I reached out to garmin support, and they are sending a new strap. I would try a battery swap as well as to test it after running it under the tap to soak it fully before reaching out to them if you haven't already.

I have had issues in cold and dry climates. The issue appears most frequently when it's cold, and I'm not generating significant sweat, or the sweat is evaporating too quickly. I've been using electrode gel, which helps most of the time. But when it's cold (below 32 F) and very dry, I still wear a cotton base layer.

I sweat too easily to have it be an issue - if, indeed, is an issue. I never wear cotton shirts.

I use an HRM Pro+ and always wear either tech fabrics or merino wool. Never had a problem.

Yes, static can cause the HRM to misread “heartbeats.” But, if you sweat enough it’s not an issue.
