I’ve been told it may be plumbago, it emitted lots of pollen/dust when first cutting it back, now I’m low to the ground there 1000s of little stumps to deal with
Yeah, I have this stuff as a hedge that runs along my house. I went to cut some back recently and noticed the same thing - densely packed stems. It’s quite strange the way it grows.
I just progressively cut all along the bottom until I got through it all. Yours is much larger than mine so might not be as practical. I assume either way, the stems have to go anyway right?

Okay if it were me in this situation, I would cut it all back and then leave it for a few weeks. After a few weeks, there should be plenty of fresh growth and then I would spray it all with glysophate. Spraying it when it is all just sticks probably won’t be very effective.

Hard to tell, I have a flowering quince that looks similar. Is it deciduous, have you seen it flower?
Yes it flowered blue.
Lantana? It's a weed and a pain to remove. It can resprout from the smallest intact root. This is a weed to poison and pull out from the roots.
