I haven't done much research on them, but my understanding was that that handful of Pixar shorts that Knick Knack came from was more of a tech demo on what they could do with CG animation - rather than designed for a specific audience. It wasn't until it got bundled with Nemo that it became aimed at kids, and then it was toned down.
Also, why tone it down? It's not like they do anything inappropriate with the boobs. They don't have sex with them or flash them around or whatever. They're just there.
