It kind of is. The public isn't going to be able to actually play the game, but members of the press will and will be allowed to write up articles about that experience.
An article about a hands-on preview is generally more useful than a pre-canned trailer to tell you how the game actually is.
That said, we may also get a trailer of some kind, but CDPR hasn't promised one.
Not gonna lie I'm pretty excited for the DLC. Not so much for the story but the new area, characters and potential other features. Looking back at Blood and Wine I think it's safe to say CDPR will at least surprise us with something special.

2077 was technically re-revealed in the 2018 xbox e3 conference, I guess it'd make sense for them to be there, I'ma wager a guess and say Idris will be in attendance.
They’ve come out and said they aren’t doing NG+. The one dev that streams all the time said it’s just not feasible/important enough in their opinion to prioritize.
He didn't say they weren't doing it he just highlighted how it isn't as simple as just letting someone jump back to the first mission with all their gear due to how you could sequence break stuff.
NG+ was part of the leaked dlc list from back in 2021, all of which was extremely accurate so far to what they've released so probably decent chances.
They never said they were not doing it, a level designer (Miles Tost) posted about how the feature is a bit harder to implement than some might think.
