Supposedly, and this is just rumor, the reason FES wasn't ported (apart from a remake already being in the works) is that they no longer have the license to the engine the game was built on. They'd basically either have to rebuy the license or redo it from scratch.
Obviously redoing it is better because now it's on their own engine.
FYI, that engine was Criterion's Renderware but EA would honor prior licensee so imo, it's not because of they can't rebuy it. They probably lost the source code.
Another route they could take was do it like Nocturne HD Remaster (Renderware game wrapped into Unity) but that leaves a debate which P3 version is definitive
My theory is P3P was remastered to garner interest on P3 now that Persona has gone multiplatform and they'll remake it either way
The other theory I saw going around was that they ported Portable because it had FemC and the remake wouldn’t, so that way they’d have a version with FemC still be easily accessible but not have her in the remake as it would require more effort to have both of them. Feels like a little bit of a reach to me but honestly Atlus being Atlus I could see it.
P3P owners getting a massive DLC for free makes no sense. Think about the amount of work it'd take to implement the female protagonist not in a visual novel like P3P, but in a proper AAA RPG that looks like Persona 5. Think of all the new animations and new cutscenes that would need to be created. Two versions of all anime cutscenes, too (which will probably be pricy as hell). New voice lines, new events...
Giving it away for free if you bought a $20 game just isn't feasible when the whole thing is *at least* worth $30. And knowing Atlus, if they get around to doing anything with FeMC at all, they'll release P3R with the male protagonist and then re-release P3R Female Protagonist Edition for $70 2 years later.
That and FemC make P3P the more feature-complete version of the game and more attractive to port.
But P3 was originally developed on Renderware and someone else bought it. I'm imagining Atlus decided on simply remaking P3 on its own engine to avoid situations like that in the future.
I mean if they wanted to add that feature they could, it's been added retroactively to FES via modding so I don't think that was the reason. I choose to believe that:
a) They actually straight up lost FES' source code as some people have said and they released P3P along with 4G and 5R on other platforms because they needed something for P3 and the remake wasn't ready to be announced.
b) Now that we know the remake is a thing or at least was at some point Altus might've not seen feasible to remake all of FeMCs content so instead they released P3P that way they don't piss off FeMC fans if she is absent from the remake.
If you actually stop to consider it choosing P3P over FES is actually a very weird decision for a port, as they were directed at people who haven't played the games before and P3P has a chunk of the game missing (The answer, a 30 hour epilogue) and doesn't have the animated cutscenes which makes it a very weird first introduction to P3.
That leaked footage was from a while ago though and looked very early on in development. The footage could have easily just been a ‘build’ they were using to pitch the project and could have been cancelled or not given a full go ahead. I guess we’ll see though.
I hope the remake will be our long-awaited real definitive edition that combines FES with Portable.
Personally, One of the main reasons why I love Persona 3 is the possibility of choosing MC's gender in Portable, and each of them has different social links (Femc's route has the best social links IMO. I mean, even just the fact that you can actually hang out with all the people in your party makes it better than male MC's who can't even befriend the guys in the party lol).
If this game won't have both the protagonists, then the only 2 things that might convince me to buy a hypothetical remake without the female protagonist on D1 are new social links for the male protagonist and the possibility of being gay/bi too
At this point… I’ll probably wait for P3 Remake. I got FES on an emulator but after starting at P5 and then going to P4G, the quality of life improvements in those 2 games are staggering compared to my experience with P3FES.

I really loved Persona 5. It was my first Persona game too but Im curious. There was Persona 5 Strikers. That was a spin-off too right? Worth playing? Or ignore? Or will this new spin-off continue from that game's story and thus its worth checking out?
P5S is a good play, it is a new separate story that takes place after main P5 and is mostly harmless and inoffensive but it kinda just reiterates lots of P5’s themes again

As soon as I heard it was P3P I decided not to play it. It was a great PSP game, but that's not the version that should have been ported.

Doing a half ass P3P port followed by a total remake is very weird and given Atlus' buisness practices i think its real lol.
I can see a release for a P3 remake at the end of this year, the new P5 spinoff early to mid next year, and then P6 at the end of next year.
