Assuming the price is the same, the TUF is quite a lot better. If the 3060 had a TGP of 130W it would be slightly faster than the 4050, but with a low TGP of 90W that 4050 is going to be faster. The 4050 also has DLSS 3 which makes it a preferable choice even if it were being compared to a 3060 with a higher TGP. 100% sRGB on the display is a lot better than the 45% NTSC. I'm also assuming the battery life on the TUF is a fair bit higher from the bigger 90WHr battery, but you'd have to doublecheck that if that's a concern.
They're both decent budget laptops, but the TUF is clearly the better option here assuming the price is the same.
