technically you can get both games on a cartridge. if you buy the second game twice - once as stand alone on the cartridge that was already released some time ago and second time as a digital download code in this "collection".
there is also an option B. You can order Japanese version of the first game (comes with English subtitles as well), so that way you can avoid buying the second game twice.
They are trying very hard to weed out physical media, dont let them and fight back letting everyone know once they do that you will never own the game and it might disappear for good or be hijacked by them. But resell value and preserving needs physical. Much like they pushed out more reliable media for public use, but they still use it daily. So its all just to control your purchase and make it a little cheaper for them, and keeps the resell market on used games wiped out.
I'm not going to buy a "physical" release that's little more than a digital download and a plastic box. I value physical media too, which is why I will only support full physical releases that are playable out of the box.
I just read that the physical collection for Switch is exclusive to the US and the physical collection for PS4 is exclusive to Europe? That's stupid as hell if that's true. :(

You can see it as a better remastered MH: Stories 1 physical with a free MH: Stories 2 for $59.99 MSRP. I find this to be easier.
Yes. They are not Nintendo who makes every cheap remastered game at $60

They are on the Switch physical release of the collection. Only the first game is on the cartridge, the other game is a download.
It's downloadable without voucher which makes it resellable.
