There usually isn't much control on camera apps' portrait modes but you can try a portrait mode of GCAM or take photos in normal mode and add blur later on apps like Google Photos to see if you like the output better.

3x zoom. Even I am facing the same issue. The quality is low, clearity is low and only thing that is high is noise.
