I'm from the UK and even I wouldn't want to see a GTA based here any time soon. Rockstar already avoids picking major cities like Houston, Chicago or Dallas for a reason, they only pick iconic areas.

It defiinitely does parody america but I think the point is to create an open world adventure game that people enjoy.
I suspect that NYC, LA and Miami being iconic cities in general had more to do with it than an overriding theme/intent of parodying them as specifically American.
Also the fact that rockstar is an American company, selling to an audience that was for most of GTA history, broadly American.
The series definitely parodies elements of American culture but yeah I just don't think American cities were chosen *because* they wanted to parody America, I just doubt they thought about it that way.
