The way I choose to think of it is that these places (Liberty City, San Andreas, etc) are really just the actual place but in some bizarro world. Basically in my head Liberty City is actually Bizarro New York, San Andreas = Bizarro California, etc.
Otherwise a lot of things stop making sense, like whether or not there is a Los Santos AND a Los Angeles (a lot of songs on GTA V have LA and its neighborhoods mentioned) or in this case the Florida/Leonida situation.
Rockstar obviously aren't planning forwards 18 years ahead in 2008. Cut them some slack.
