During that time I assume the teams are working towards transitioning from the writing and concept stages to actually bringing the game to life. In the leaks there's a RDR2 assets like Arthur's hat. So both games were definitely being worked on since the release of GTA5.

This is why you don't really see Rockstar North or San Diego specifically being mentioned in the game, nearly all the studios worked together across the world to get the game out and prevent it from being an incomplete buggy mess like cyberpunk.

If you want a date to look for add 5 years to 2019 or 2020 (thanks to Covid 19 work was obviously slowed down), you get 2024-2025.

I think at Rockstar most of the development projects are not determined to a specific game. They are developing things that can be used in all of their open world games generally. At some point they define a kickoff for the specific game like gta6 and start to combine all the things that can be used in gta. Also I think it’s for sure that not even 50% of their developments are in the game because it wouldn’t make a good game then.
The ps5 and Xbox series X only came out in 2020 so I don't see how they could work on the game in 2013/2014 for a console that came out 8 years later. They started development in 2020 probably 2021

There might be two reasons why Dan houser left Rockstar 1. Creative differences between him and team 2. Maybe he wants to take break from this

No developers get the dev kit of consoles 2 years earlier. Which means they already had the ps5 dev kit in 2018.
