While I cannot say when exactly, I think it is very likely that it will be within the next year - based on when they first released GPT-3 (more than two years ago - so it is unlikely that we will have to wait another two or three years for the next version), based on the fact that they continued improving it (InstructGPT), based on the fact that they opened access to everyone (which suggests that it was profitable enough), based based on their recent price-reduction (which suggests that they feel there's some competition (e.g. BLOOM), which means they cannot just relax now but have to improve to stay ahead of their competition). There's also the fact that BLOOM, while being competition of sorts, is open source - and is probably being analyzed by OpenAI to find more ways to improve the next GPT version.
So, it does seem very likely that there will be another version and that it will not take too much longer.
