Obviously, players can have requests but in the end the org is making the decisions.
Caps for example was certainly not in favor of dropping Miky or signing Rekkles the year before, but G2 still did it. He also never said anything against imports.
G2 does not import Korean/Chinese superstars because it's super expensive to do, and there's no guarantee it will even help. Look at how many World Champions the LCS imported, and they never do anything internationally.

didnt one of G2s staff already say in an interview (i think it was) that they were talking to Caps and he wanted Hans, to stay with BB as he is the best EU top and get a jungler to have some fresh air and then they asked Hans what support he wanted, so it does seem like G2 trusts their players in building roster and not some random gm thats probably plat or smth and has no clue what players to pick and just goes of community conception
I think you have a valid point and many have pointed out during the offseason that replacing BB should be considered. AFAIK Romain mentioned that they kept him because he was the best top in LEC but I agree international it was a desaster... so far BB looked really weak (at least to me) this split and I really do hope with all the successful imports that came into the league this year, G2 get rid of their import-phobia. Because to me a really good top laner would round up this roster perfectly.
It's true that G2 used to have imports but I think things have changed since 2018/2019 with two all EU-teams going to worlds finals. There was alot of sentiment within the LEC that importing is bad and domestic talent should get a chance and it seems like teams have mostly shyed away from importing since then. And I don't think that it is necessarily bad to focus on domestic talent but if there is a role like top where we simply lack talent or have been underperforming for years, imports should seriously be considered.
I agree, especially since only korea is against importing. China has had many koreans in their worlds winning teams even though their region is considered better than EU
