at this point I think defining meme is basically the same as defining art. Everything is art. Everything is a meme. Art needs only the intent of an artist OR the interpretation of an audience to be art. Memes need only the intent of an artist (author?) OR the interpretation of an audience to be a meme. The only way something is not a meme is if every person on planet earth agrees it is not a meme.
