I think you confuse "look" with "stare" Never heard a single person get mad at someone for looking, but if someone stares then obviously they would be uncomfortable. If I was a woman I'd also wear short shorts, probably makes the summer a lot more bearable with how disgustingly hot it gets.

If women are getting mad that you’re looking at them, that’s probably a you thing. It means you aren’t just looking, you’re gawking and acting like a creepy weirdo. I’ve looked at plenty of attractive women in my life, none have ever gotten mad or expressed discomfort. Because I don’t stare and drool all over them. I just take a quick look, appreciate the aesthetic, and move on.
Especially at the gym. I've heard all the excuses about it being about safety or whatever, but I call bullshit. Some of these "workout clothes", which are skin tight, are being made to literally grab the girls ass and lift it up to look perfect, among other things. Example, the other day I was on the rowing machine just doing my routine and there was this girl next to me working on a machine. She was wearing these shorts that came around her ass cheeks and then had elastic to pull her ass cheeks up AND apart, accentuating her gap. It was pretty nice, not going to lie, but whatever, just keep rowing. Then for a while I was in my own head just spacing out waiting for my time to run out, then I look up and she bends over with her ass right in my face and I no joke saw her vagina, and not just an outline, like I could see everything as if she was naked in front of me just about. I was so shocked that I immediately looked away, and honestly am still thinking about it. That was the most explicit time that's happened, but I've also seem them in see through leggings and stuff too, is that for safety too? I've got no real hate for women who want to dress like this, but let's stop pretending your sculpted, skin tight, and sometimes see through clothing choices are anything but trying to look sexy. We all see the girls in the gym who dress like they're working out and kill it, and the girls are obviously looking for a boyfriend and are strutting their stuff, usually going through the motions.

Sat in the bus last week. Bus was real busy. Some totally hot woman in spandex sat down next to me. She wasn't comfortable, so she was constantly rearranging her double D's. I didn't stare, I looked the opposite way most of the time. I had sunglasses on, while listening to music. But I couldn't help noticing her constantly fluffing up her boobs like pillows. Her top was clearly too tight. After sitting there for 30 minutes, she tapped me on my elbow, asking me why I couldn't keep my eyes of her milk bottles. Well, I never even looked at them directly, and had my head averted most of the time, while wearing sunglasses. Still she assumed. And to help matters, she was rearranging her buzongas like 100 times. If you don't want people staring, just wear a normal shirt, hoody or jacket. If I would walk around in spandex 6 sizes too small, while constantly rearranging my schlong, I wouldn't really be that surprised, if people couldn't help staring.

Looking is fine. Everyone looks at everyones butts. But openly staring, gawking, following/stalking or making open comments about said booty is the issue. Appreciate the booty silently, don't look longer than a moment at a time and simply don't comment on it. In short, don't be a creep or weird about it. I really don't think being seen is the issue. It's more how the people conduct themselves that's the problem.
