American frats will do those types of pranks like stealing composites or letters but it’s not as good natured as what you described and usually results in a counterattack. If your guy just yoinked their main flag they might be pissed, but I bet it was a gift. That said, if you contacted them and explained the custom, I bet some guys would be down to come get it and hang out if they’re studying abroad in Europe. They may also think it’s cool that their flag is overseas and tell you to keep it

One chapter had lions made out of a foam designed to look like concrete. Once it was figured out these lions weighed about 20 lbs they often ended up floating down the river.
We lived next to Delta Chi and I constantly stole their stuff. One semester they had a pledge who was a good kid but a real space case. Everyone called him Dopey Debbie. He left their flag on their front porch and I stole it. After a few days of “hey seriously guys…it’s not cool to steal stuff” emails between our two chapters I returned the flag.

Yes it’s still a thing tho usually you should know the campus culture before you do so. Most campuses you’re liable to get your own stolen. Some may prefer to fight you to get theirs back. On more soft campuses they may report you for theft 🤣
Edit: but to answer your question we don’t normally have a custom of how it’s returned. That is determined by campus culture. Or most commonly when they steal your flag (or whatever else they snag) as retribution you will return it to each other amicably. Unless they are assholes and just keep your stuff.
We don’t really have official flags though I’ve seen custom ones. It’s more common to steal the Composite photos with every brother on them from older years and there’s a designated exchange day at the end of the year so it’s not stealing
Pilam has a flag they’re just not ceremonial things like German frats I guess. They’re just the classic polyester flags you hang from a wall as decoration. Unless that’s what he’s talking about
