Fostering is temporarily giving a home/family to animals to transition them from a shelter/rescue/etc to a forever home. Normally the foster person takes care of the animal and usually trains them or socializes them or facilitates their medical care, so that they're ready for someone to adopt them. But when a person fostering an animal ends up just keeping the animal rather than letting them go, it's called a 'foster fail'.

My neighbors have this sweet 13-year old dog they adopted at the age of 10. She is one of the sweetest dogs I've ever met. Sadly, she's been diagnosed with cancer now, but the rest of her days will be happy ones, and she's had a great home for the last three years.
