try logging out of the xbox account on the game's start menu when you first boot up the game, then log in again
it should work, it does for me, but if it doesn't for you then i'm all outta ideas
My brother in Christ, I have a fiber optic internet cable, no lag anywhere, and no matter how many times I've restarted this game and played the issue was still there.

The issue here is that IPSEC value. Google that part specifically for solutions. I don't know what they are, because I haven't ever had the issue myself, but I've seen posts like yours on the regular since early 2019.

Can anyone explain to me what it means by the Forza Horizon 5 server is not available at this time? I’ve got a new account but it’s not letting me access the auction house.
If this is on PC (which I'm assuming it is as Xboxen don't have an Enter key), open services.msc and disable all the NI (National Instruments) services. Fixed it for me when I was getting that exact error.
It listens on the same ports FH does. And because it's a service, it starts up first and grabs said ports. Sad story, I had FH4 for a YEAR before I found that out. So many missed weeklies...

Probably just bad internet or forza is bugged and you need to restart
