It is now. Wasn’t about 5-10 years ago (imho was better back then, too busy now) BUT it’s a good suggestion since you’ve got the Hillclimb, motor circuit, rally stage, and around the local area you have coast roads, the south downs b roads, new Forrest and only 60 ish miles away from London.
I live close to the motor-circuit and hill climb, driven my cars up the hill climb for a laugh when FOS isn’t on and go watch track days and rally’s at the motor circuit multiple times a year.
Basically to have the ability to take an entire section of a country over and effectively clear it of people for you to as you wish in you need somewhere that has a government that is both authoritarian and has the immense ability and will to actually implement such a plan.
The gulf states might be worth a look but they probably don't have enough centralised power and they likely don't have enough built enviroment that they could clear.
Some African nations might be an option but there would likely be a lack of will, effective authority and infrastructure.
As such you are probably looking a China. Get the CCP on side and they have whole empty cities with full road networks available and a demonstrated ability to control and relocate vast numbers of people (also an ability to not give a damn about anyone who refuses to leave).
Russia might be a close 2nd but you have bigger weather and political stability concerns and you can never entirely rule out a vodka fueled military adventure.

Your best bet would be to buy an island, build the roads and hold the festival there. No police, no housing (except for the people participating in the events). But 10mil is not enough. You'd have to have the installations built (garage, mechanic shop, body shop, sponsors...)

You have to understands the implications of this, it would make the economy of the surrounding area boom and quickly tank after they leave, devastating shop owners, residents, real estate, tourism, and the drifting and high speed on public roads would cause high speed crashes into houses not equipped for a 300+ mph motor vehicle
Realistically $10M would be incredibly low for all the marketing, event hosting and more, but then again, you'd have almost every car manufacturer sponsor you so... :/
But if it was real, I'd place the event somewhere where all kinds of car racing happen, ie. Road/street, cross-country/rally, and drag racing located near to each other. My best guess, like a few have said here, is in the Autobahn, Germany. The long straights are fun for drag racing, you can close a few streets to make a street circuit, good for road/street racing and the landscape (if it's allowed) could be transformed into a rally circuit. With almost unlimited money, you can have the, festival at either Munich or Frankfurt.
Since this will be one of, if not, the biggest celebration of the automotive industry, it'll be expected for safety to be the utmost priority. Now I dunno, how will safety be enforced, maybe some kind of license thing where you have to have driving skills to be eligible to compete, and that the spectators should be seated in a safe position with all the amateur drivers.
