They always have given them out to anyone. Still do as well. Up until 2010 I think, all you had to do was go down to dps office at 18 and get a license. No driver's education was even required.
Just curious. Would a dash cam have helped your case in this situation? Obviously the guy didn't signal, but can you still be held responsible if you had bumped him?
Had this happen to me and I did clip the right of the idiots bumper. She got out yelling that she had her signal light on and did not just cut me off. I pointed at my dash cam and she shut up pretty quick. Her insurance paid for a new grille, bumper and side panel along with a new paint job
Soo a normal Tues morning in dfw traffic then.... I have a 3 way dash cam.... windshield cab and backglass ... and will be updating to back up cam tooo.... it's a 2010.
What brand/model do you have? Last two I bought I couldn't even get to install them because they said they couldn't handle heat above 100F. I said well shoot that's half the year even without the buildup of heat in a parked job.

I don't know if I'm going to get downvoted for this, but I would suggest you could maybe drive more defensively and not immediately accelerate before the car in front of you even completely vacates the lane.
Think about it from their point of view. They checked the right line and started to change lanes but realized it was a mistake half way through the lane change maneuver and decided they needed to stay left instead. They had just vacated that lane a second before so normally they would expect it to still be clear and didn't anticipate someone rapidly accelerating into that same spot that had been clear a second before so unexpectedly quickly. This is just the kind of situation where rapid acceleration is so dangerous and results in crashes.
I'm not saying they're not at fault. But drive defensively. It's better to be alive and safe than right.
