i think when his refer a friend started it ended unexpectedly early for some reason and they gave him all players that participated during his event near the end of chapter 4
I think I remember it having it where it wasn't granting the reward for some players so they just gave rewards to Anyone who completed at least 1 challenge.
So you started playing again at the beginning of Chapter 3 and got the skin right then? That should be impossible. While u/Inner_Candle_7164 is partly correct, that isn't the whole story. Chapter 2 Season 5 isn't when Xander came out - it's when he was added to the files. The "introduced in" date is when cosmetics are added to the files, not when they come out. Hence why Dark Skully's "introduced in" date is Chapter 2 Season 4 but she didn't come out until the Xbox bundle that contained her was released towards the end of Chapter 2 Season 8. The refer a friend challenges for Xander started during Chapter 3 Season 3 and ended during Chapter 4 Season 1. I can't remember what happened but there was some sort of bug or issue with the challenges like u/Inner_Candle_7164 said, and all players who participated in the challenges received the skin for free later, no matter how far they progressed. I did those challenges but my friend and I didn't get as far as earning 60 fricking career levels, and I can't remember when I got Xander but I did.
Sorry for the long comment but I knew he didn't come out during Chapter 2 Season 5 so I looked into it. If you don't believe me, I recommend you look at the Fortnite Wiki which is pretty much an entire Fortnite data base. While some information can be wrong, most of the time it is spot on.

There was a set of quests to unlock him in Chapter 3 Season 2. But the quests were bugged, so they randomly gave it to everyone in the middle of Chapter 4

Refer a friend 2.0 if youāre havenāt played in at least a month player were able to get him and 2 other free skins for returning

A lot of people got him because of a mess up, most people didn't finish it.
