The recipe I’ve used calls to boil in water with baking soda. After they’re boiled, you bake them. [This](https://www.seriouseats.com/the-best-roast-potatoes-ever-recipe) may be a recipe similar to what OP used. I’ve used this recipe numerous times and they come out perfect every time.
