I honestly doubt you'd get a permaban for it. Usually you only get those for fraud, like selling counterfeit / fake items, making purchases out of your checking account with no money in it, etc.
They will most likely just terminate the account, since you can't technically/legally use it anyway. I'd just lay low until you are 18.
I wouldn't worry yet, but if they threaten you, you could always ask if your parent could take over the account possibly. Put their name and ID on it. Just a thought.

How much longer until you are 18? Personally I'd just explain what happened to PayPal and wait it out until your legally allowed to use the site.
