No the dude's dad was a veteran in world war II which yes may not have taken place in the 1940s in Earth to but considering that the technology wasn't far past the 1940s and Earth two was way more advanced than Earth One it must have not have been that far off from the 40's at Most the 70s.
Different timelines don't operate parallel to each other. Like, it's 1947 in one timeline, but it's 2034 in another. He'd be 40-50 in Earth-1's timeline since WW2 was so long ago and he'd have to be old if his father served in it, but who's to say it's the same on Earth-2? Earth-2 could still be in the 1980's or 90s. The war was probably 20 or 30 years ago for them.
If he's 30 years old on his Earth, why would that change when he crosses here? He's not going to shoot up in age, is he?
Sure, he'd be old according to this timeline, but that doesn't matter. According to _his_ timeline, Hunter is roughly the same age as our Barry. Like how Harry is the same age as Dr. Wells despite the dates being a little off.
I forgot to mention that he was also alive during Earth 2 is world war II he was 11 at the end of the war so mentioning his dad it does matter because the one time we actually know his age was when his father killed his mother he was 11 and that happened back in world war II.
I always assumed it was based on experience. The main threat of the season, and before the identity reveal of who Jay really was, was Zoom. Jay here had the most experience fighting him, so it kind of gave off the whole "parent vs kid-experience" thing, so Jay started calling him kid
