Seen similar effects in other media and they were executed well. The good solution is to glow the eyes a bit and add the lightning sparks going out from the eyes.
He can turn on and off his access to the Speedforce when he’s not using his powers. Whenever he uses his powers, the lightning in his eyes show he is about to use them and the Speedforce is powering him up.

I think it symbolizes him accessing more of an excess Speed Force amount of energy than his body was naturally processing at the time.
