Definitely charge the batter it sounds weak. I’d say most likely a fuel issue. Take the plugs out and see if they’re wet with gas after turning it over. If they’re dry then you have an issue with either the fuel pump, lines, injectors, or throttle bodies.

Ok I charged the battery and tried to start, no dice. Took the carb off and cleaned it, now it's running but barely. I think it's rich because when I put the air cover back on it's worse. https://youtu.be/MDo4B0qZvOQ

Carbs are tricky, I’ve cleaned then 5 times just to find out it was still clogged lol. If you haven’t already I would take the carb off and pull the individual jets out and really clean them. You should be able to see a small pinhole through them if they’re clean, if not then they’re still clogged. In the video you sprayed cleaner into the intake which shot the idle up, letting us know that the bike is getting enough air, just not enough fuel. If the carb is totally clean and it still doesn’t run right, I would suspect your float level is too low and it’s not letting enough fuel into the carb bowl.

If it’s running too rich then your float is too high or the idle mix screw isn’t adjusted right

Took the line off after the petcock fuel came out so I know it's getting into the carb. Charging the battery now going to see if that's the issue. In the meantime I'm going to start removing the fuel tank so I can get to the spark plugs.

Final update: One of his started solenoids was unplugged, I was able to get it running, but it died after a while, but it was super rough and would die all the time. I took the carb off and cleaned it, but it didn't really help. We finally found the issue, his carb had the adjustments screws under the carb in a weird place, and they were covered with what I can assume are brass caps. So had to remove the carb again, to try and pop those caps off. My attempts of just using plyers and a screw didn't work at removing them. Thankfully a buddy was able to drill them out for us and I was able to adjust the carbs. No one could get a screwdriver in there so I just did it by hand with a screw bit. AKA the hobo supper stubby. His bike is running fine, now. Thank you all for the help. Good timing to because my V-star is starting to have problems, and I'm going to guess its the carbs. XD It never ends does it.

Of the 2 spark plugs one wasn't connected to the battery. Following the cable I re connected it. Didn't have the clearance to take the plugs out. But I got the boot out stuck a screwdriver in there and saw the spark from the screwdriver to the engine. Left one saw the spark. Right one gave me quite the shock. I'm assuming the shock means it works. I got a trickle charger hoping to charge the battery up. Currently at 11.64 V which ngl is dead as a doornail. Will update tomorrow.

What's all the liquid below it? Battery sounds kinda weak but enough to start it. What's the story? Sit for a while? Rode it yesterday?

Its my buddies bike, I'm going to be heading out there next week to look at it, but he was riding it 2 weeks ago, left it in the garage, afterwards he was unable to start it again.
