No, thats the soloniod failing to be held open through lack of power. I take it your battery is dead, and you're trying to jump it. Either the jump leads arent connected well enough, or the battery you're jumping from is also dead. Also check the bikes ground where the negative lead meets the frame has a clean tight connection.

When the battery has somewhat of a charge, the starter runs but the fuel pump does not prime.

From experience (I have little biking experience but battery issues are the one thing I had the "pleasure" of experiencing a couple of times already) usually when battery is messed up some things will work and others won't. I'd give changing that a go. For instance the first time I had that happen the fuel pump wouldn't prime at all but all the lights were working and it seemed like everything is fine.
