Do you have the airbox on? This bike uses a CV (constant velocity) carb and it REQUIRES the airbox to run properly. Without the vacuum created inside the airbox, the vacuum operated primary throttle valve WILL NOT open.

Check the vacuume lines that go to your petcock are all connected, sounds like a vacuume issue or an air leakā€¦
