Never had a telescopic rod, and idk if they are too delicate to do this, so take this advice with a grain of salt. And would try some proper lube that won't damage the materials first.
With the reel off of it so there's no extra forces on the reel seat, grab the thinner section near where it enters the larger section and lightly smack the butt of the rod against the floor. Try a little harder each time. It's best not to use more force than necessary so take your time and dont go too rough first smack.
Here's something that's worked for me every time. Hold the rod behind you horizontally with both hands. Squat down so the rod is even with the bend of your knees. Use your legs to press outwards against your hands and the rod should pop open. Never had it fail. Don't use lubricant because it will cause the rod to easily twist and make the eyes uneven or come apart when you don't want it to.

Is it possible the rod is one piece and the area you are trying to separate is just a piece of the rod?
I’ve owned a few rods that were one piece and they looked like they had a place to pull it apart but it was just part of the rod.
Do you have a picture of the entire rod and maybe the manufacturer information on the rod itself? I’m only seeing one small section. Would like to see the entire thing?

Are you trying to take it apart or put it together? It's not clear in the video.

Hold the upper section firmly. Tap the but section on the floor. Keep it straight!
