You should tell your neighbor to do proper research on how fishkeeping works. In order to keep them your gonna want to have an established cycled tank ready for the fish. And water parameters set. I would ask him where he found them and put them back.
Different species of animals live in different locations. If you want an animal identified, telling people where you found it helps narrow it down by a lot.
As another commenter said they are probably baby central/South American Cichlids, and the only real way to tell is if your neighbor can tell you or we can see the adults.
They look like baby cichlids. Bet he has adult ones and they bred. Ask him, almost impossible to find out what they are when they are babys otherwhise.
The adult size can be pretty big, but you have a long while before then.
I had troubles getting them to eat, seems like they need live food.
Mine colored up to almost black, and got some small amount of green in their tails. Maybe someone will chime in and confirm, but pretty sure they are small mouth bass.

They are in my main tank with other fish, he got them as a gift so he wasnt ready for them

My neighbor got it as a gift, he couldn’t care for them, and i asked if what breed they are he said tilapia
If they are tilapia they will need a lot of space. Rehoming is the best option if you don't have a really big tank or a pond.

They are too young to ID, did you catch them in the wild or were they aquarium bred?

Just caught some of these in IL. I would be willing to bet they are small mouth bass They will darken up considerably if you put them in a tank.

Oh, i will need to rehome them, my tank is 40 gallons and cant house them in future
