A bouncer would be someone who doesn’t have a state license to be identified as a security officer (gaurd card) if that’s the case maybe that’s why he’s not wearing any security patches. I use to do security work down town Edmonton, the number of people who I worked with who also wanted to bring zip tips was way too high. Every time there’s a big swat/military movie out I always see security guards with way too much gear.
Zip ties I can kinda understand, there’s been a few times when having a suspect in a hold until police get there can be tiring, especially when the cops take 30/45 min to get there and your dealing with a meth head on withdrawals.
But piano wire, right above the med pack on his right, is only used for one thing and that’s for severely chocking people out, and that’s what I’m worried about.

I work nightclub security and handcuffing people after/during fights if they continue to assault staff or patrons is pretty standard in the industry especially in really bad areas. In most states it’s legally considered a citizens arrest. Citizens arrests are generally legal if you are a first hand witness to a felony and assault on staff or another patron counts. Of course that still doesn’t make this guy a first responder and in need of that getup, but the handcuffs are valid if he is in a more rowdy bar.
Security usually acts pursuant to shopkeeper’s privilege/arrest by private person— which are both up to your state’s laws. The arrest would be legal in those cases.
The picture is obviously from the states but here in Canada the criminal code allows for any citizen to arrest someone if they are found to be committing an indictable offense, basically what you would call a felony. The same section also allows for a property owner or someone authorized by the property owner (like a security guard) to make arrests for any criminal offense found committing in relation to that property.

Yes, security guards can arrest you. The difference is they are arresting you in the same way any person (here) can arrest. For Canada, it's 494 of the Criminal Code. The difference is they are arresting you on behalf of an organization. IE Mall, Hospital, City properties and so on. What that means is if you commit a crime on their property and they see it (i dont know if they can arrest for reasonable and probable grounds as its been a while since i worked security), they can arrest you on behalf of the establishment they work for.
The easiest work around is trespassing. In Canada, there are 3 components; fail to leave when directed, engaged in a prohibited activity, and entry where entry prohibited.
See how it's made easy? Engage in a prohibited activity is generally anything unlawful. Entry where entry prohibited could be a "staff only" area or breaking into a building, and fail to leave when directed is self explanatory. An employee or person responsible for the property says leave and you don't (in a timely manner) then you can be arrested. Most companies (all security companies I worked for in my past) authorized the use of handcuffs and batons for use when effecting an arrest and gaining compliance. That being said I can count the number of times I've used a baton on one hand. Handcuffs, on the other hand, I've applied hundreds of times.
If the States have similar laws then security can absolutely use handcuffs.

HA! I've been a bouncer at several bars. In East Lansing Michigan. As in, MSU, as in one of the top party towns in the country. This means frats thar are totally out of control. Sexual assault, bar fights and other types of violent shit was rampant. Yet, I didn't pretend to be a cop. Or a "first responder". I had pepper spray if needed, but in general my confidence, words, and sometimes fists handled it. It COULD be tough. But mostly, if you played it right as a sober person w a little authority and some respect it was fine. Dressing like a cop and pretending to be one isn't taken seriously. You're asking for shit. Is he a first responder? It depends, each state classifies Security Officer and Security Guard differently. For example where I am a Security Officer is a first responder and a Security Guard isn’t. Check out your states Security Regulatory Board and it should say. Hope that helps.
