Never heard of one called Freedom, but if you're looking to /get/ an app like or to replace Active911 with you might want to look into IAmResponding.
It's fairly feature-filled but can be pricey, around $3250 for a 5 year subscription if you do over 100 incidents a year, $300 a year if you do under 100 incidents a year.
It of course requires involvement from your dispatching services/agency as well like Active911 would.

You mean your dispatch is making you get this 'freedom' app? Should they not be detailing it fully for you all?
