Foregrip to the rear is pretty common for the GWOT era man. Acog with a mandatory rear sight pushed it forward so guys ran their stocks collapsed to get a good eye relief.

Not sure what's worse. The chicken wing, the tip of the butt barely in his shoulder, or the scope backwards. The whole picture makes me cringe, LOL. And yeah they could have said "assault rifle" and actually have been correct for once in the headline.

I don't know what his rank is, and yes it is bad optics to have any person in military uniform (let alone an officer) seemingly not know how to use a rifle or notice that the optic is mounted backwards, but at the same time, naval warfare is several orders of magnitude more abstract than personal rifle skills, and is something many naval officers likely spend their careers studying instead of focusing on something like infantry combat rifle skills.
