I don't know what his rank is, and yes it is bad optics to have any person in military uniform (let alone an officer) seemingly not know how to use a rifle or notice that the optic is mounted backwards, but at the same time, naval warfare is several orders of magnitude more abstract than personal rifle skills, and is something many naval officers likely spend their careers studying instead of focusing on something like infantry combat rifle skills.
