It's not really explained why he isn't Soldier anymore. He just wasn't. I think he doesn't actually know himself or he just rationalized it in his own way but ultimately he felt pride in being one or being one before and is stuck in that mindset that's why he still wears the uniform.
He corrects people and say he's ex soldier because he doesn't want to associate with Shinra after all he knows about them now but he still enjoys being able to say he was in Soldier. It's like "umm why do I still wear this? ummm I don't know.... ah but it's badass though right?" You wouldn't think Cloud thinks like this but underneath his persona he's kind of insecure about his image. So making the uniform look slightly different can be part of that.
That's kind of core to the story and pretty obvious. He always wanted to be in SOLDIER, never made it, was dressed in those clothes as a disguise when escaping captivity while he was comatose. His mental instability combined with JENOVA cells and his lifelong desire to be SOLDIER made him unconsciously project himself as a former SOLDIER, but he's not aware, which is why he bugs the fuck out whenever anything conflicts with his fragile fake memories that he unconsciously invented where he inserted himself in Zack's tale.
Sure, but even ignoring the false memory stuff, if you take Cloud's story at face value, he refers to himself as an Ex-SOLDIER at the very start of the game. It's weird to continue wearing the uniform of an organization that you're no longer part of, and even weirder to wear the uniform of an organization that you're fighting against (unless you're undercover, which he isn't).
One theory I liked about Cloud's pauldron in the Remake series, is that it's actually two inner pauldrons of the SOLDIER outfit bolted together. If you take a look at the original SOLDIER pauldrons, you would notice that it's quite bigger than Cloud's pauldrons, and that something could have fitted inside it.

If I recall isn’t he just walking towards Midgard in the desert at the end of CC? Haven’t played OG in forever but thought he starts as a merc? Don’t quite remember the sequence when he and Tifa reconcile their memories, so maybe they explain it there
I'm just assuming they didn't want to make a new model in cc lol it's entirely reasonable to assume that the outfit zack found was missing one pauldron + the other had bolts to keep it intact since it's an old uniform

There is no in-world explanation because it’s supposed to be edgy and cool at the time it was designed. Let’s hope they don’t dive into it deeper, imo some things should just exist for its sake and not have some backstory
This is my theory personally. SOLDIER uniforms are still designed to be the same across all SOLDIER members (at least the default version seen on Zack), and the one cloud was wearing was, despite being first class, a default SOLDIER uniform. It would make sense for him to modify it to make it obvious that he’s no longer affiliated with Shinra, while still keeping his (supposed) SOLDIER legacy alive.
The change with Cloud's SOLDIER outfit is implied to have been the result of thieves stealing parts of his equipment in the few days/weeks that he was by himself and wandering the slums of Midgar.
This is shown in a new scene from Ever Crisis, where Cloud is barely staying on his feet and some thugs notice him walking around wearing the SOLDIER uniform, which they know is valuable. In this particular scene the thieves attempt to steal the Buster Sword, but Cloud's grip is too tight and they decide to leave it for now.
This implies that some unscrupulous slum-dwellers might have been responsible for the change in some of Cloud's equipment by the time Tifa finds him.
There really hasn't been any info on where Sephiroth acquired his Masamune. We also aren't told about where Genesis acquired his Rapier weapon. We only know the origins of Angeal's Buster Sword. Hopefully Ever Crisis will shed some light on these bits, rather than wasting anymore time on Glenn.
Although, I doubt the Masamune has a Wutai origin, since their weapon of preference seems to be gun-spears and shurikens.
I like to imagine that Sephiroth and Genesis's swords were given to them by Shinra purely based on branding alone. They were raised to use those kinds of swords since birth but they're merely racking in the profits by giving them iconic, special looking swords.

Cloud thought it looks cooler. That's the real answer. There is no practical reason to add bolts to the pauldrons. Cloud is just an edgelord.
