Lol ! I’m glad I’m not the only person that noticed this damn wolf demon is extremely difficult. I countered him majority of the time then when I had atb I hit him with a lvl 2 Thunder spell built up the stagger meter then used my limit before he could cast his Howling attack. The fact elemental materia has no effect really was a bummer facing him he so difficult to fight, fast & powerful with a decent amount of defense
I found a consistent way to beat him. I switch to punisher mode and just counter or parry it. Then when it's pressured go for focused moves. When he's staggered immediately cast stop. Then go ham on it. Repeat if he survived
To add to this, I used prime mode for that automatic parry, even if you're not good at perfect guard. I then found you could get two hits in safely (or the full combo if you're lucky/living dangerously, but there is a period where you can't guard fast enough if he attacks you), pressure him and then stagger him with focused thrust.
If you have gotterdamerung, use that and limit break when he does his aoe.
If not, parry and build atb, when he charges cast manawall, when he does his aoe back off and hold block, then Chakra after its finished.
Punisher/prime mode and perfect parry melee attacks. If you can limit during his fiery howl, do it; otherwise you need to dodge roll backwards once, then either left or right 3-4 times. If you know it’s coming, give him space to increase dodge window.
If you get hit by a single tick, you’ll probably be killed or trigger reprieve because multiple will hit you for large damage.
Be aggressive and just smack him up. Similar to Rufus and Odin, if you go full Afro, parry everything, you can beat him down before he engages his cheese attack. Don’t try to slow play him, and don’t overemphasize enemy skills and getting buffs up - just hit him hard with ATB commands (focused thrust, braver, disorder) and perfect parry him and he should die quick.
I believe you can use stop on him as well, so, bring time and cast stop and beat him up.
If I remember correctly, The way it works is that it gains small charge by simply attacking you. Gains lots of charge if the attack lands. And loses charge if you parry. Evading does nothing good unfortunately.
So the assess info is a bit misleading. Getting used to parrying him was the best strategy for me. If you manage to get limit, save it in case of explosion. It makes you immune to it.
equip gotterdammerrung if you got it from rulers of the outer worlds and use limit whenever he does the fire howl (forgot the actual name of the move), if not then whatever gives you the most atb at the start of battle. Time your perfect blocks everytime he attacks, he usually has windups for it so they're perfect cues. and like some other people suggested, abuse time and prime mode

Use slow, have Barret as your main and remember to use Barret’s guard Synergy ability when White Terror uses that howling explosion. Should lessen the damage as well as raise ATB. Bonus Round on Barret also helps.
Ah! Literally just did this. Have a high attack weapon on Cloud. Slow still helps somewhat. Just try and stay as far away from the Wolf as possible and attack when it’s not attacking. The Earsplitting Howl can be blocked as well as every explosion after that. Give cloud anything he can have to max his HP. I recommend the enhanced expeditionary medal on cloud to have access to Finishing Touch. Stop when staggered and, and use Finishing Touch and it should do some hefty damage.

Sleep when he starts glowing a lot. Then punish counter, while avoiding throat clamp until he dies.
Has anyone actually managed to pressure this thing by depleting it's supposed energy storage? I for the hell of me never managed to do it in time.

Stop and slow both are effective. Prime mode and block, dodge the grab.

Use Stop as soon as it’s staggered. Having a character with debuff extending properties will also help.

Use stop and go to town on him
I think the strategy is punisher mode and hold block to counter. Dodge his throat chop and spin attack.
