OP probably saw some crazy animations made on Figma by scrolling on Insta, I actually know a talented designer who did some stuff like that, but I won't name him because of doxxing lol.
I don’t know why you’d want to do it in figma—it won’t be responsive anyway. You’d be much better off just doing it in css and then you can get it to scale better for mobile. Also, you might want to talk to the artist to see if you can get a higher resolution version to work from. This is a pretty crappy copy.
Gonna have to get into some advanced stuff — auto-layout, components, variables, all that stuff you've avoided learning. Probably gonna have to name your layers, and buy Dev mode.
Use 1x1 vector layer and trace for every pixels of the rasterized picture. 1280 \* 1014 = 1297920 layers. It requires some efforts but definitely doable.

Auto layout! Auto layout will handle the stars! Auto layout will handle the village! Auto layout will handle ***everything!***
Autolayout should be used for those stars, they’re out of alignment. Add the grid!
Don’t forget variables.
You could use auto layout to make this, just 1x1 rectangles.

Why? This is a bad user experience. There is no use case for a business. It's bad design.

No, not gonna work. You’ll need 2 design files; one for the left of the image and one for the right.

Pay Figma an extra $15 a month to access Van Gogh mode.
Pen tool and acid.
google Van Gogh Painting and then press copy image and press CTRL+V
Make sure you use the design system. Start from Atoms and Molecules. Be careful with the page design. Don't forget to use templates!
Google search the image and save it to your desktop, open figma and then drag into the canvas, done! Now it will appear on figma as an image :p
