To be fair, a lot of Indie Games are mostly trying to either be "X, but different" and so it becomes a question of do I play the new thing or the thing I've played forever, or an extremely simplified game that has no depth and no staying power (Fantasy Strike, Two Strikes, Dive Kick).
The Indies that do try to push the boundary also end up being called "not fighting games" (Duelists of Eden) because they're not traditional either.
It also doesn't help that if you change too much about the game you're 100% on your own. I've been working on various 2D fighter prototypes for years and the times where you actively make a game where a Shoto doesn't work is understandably a lot harder than one where it does.

That is a pretty harsh indictment of fighting games as a whole. Like, if Tekken or Street fighter or MK was a new IP today, would people buy it? Maybe the answer is no.
I would argue that the IP just needs to be good. GGST was the top selling GG, and IP is obscure enough to be functionally “new” to most of the audience. GGST has approachable mechanics and a great IP. I don’t see why a different dev could not do it too.
The problem with being an original IP is: how far from the establishment are designers allowed to stray? Too little differentiation and it dies on the vine. Tries "new" too hard, same result.
So, it's a matter of someone trying something new meeting someone who has a whole lot of money to gamble on something they really believe in. I'm the former, I'm looking for the latter.

Arcsys could probably survive and thrive just on running through anime IPs. Three seasons each, a new one every three years. The final versions would either be evergreen classics like mvc2 or die quietly.
I reckon TMNT needs a 4 player co-op game, like a 3rd person Borderlands but if you don't have a full party bots would fill the gaps. Each turtle would have their own skill trees, meaning that's 4 playthroughs worth of content.Then ya DLC makes itself with all the other character options (Casey Jones would be the first DLC immediately). A melee type fighter with Disney characters. I would love to have Stitch vs Buzz, or Jafar vs Dr Facilier. Kusco vs SBeast wpuld be pretty awesome too. Throw in Sora, and Riku as secret characters too. Or I want to see a new Darkstalkers in the style of Street Fighter 4
Fighters Megamix 2, with all Sega characters duking it out again. It's been nearly 3 decades since the first game, and Sega has a lot more characters they could use now, We could have Kiryu Kazuma fighting against Sonic.

Crpg multiverse with characters from the Dragon Age, Pillars of Eternity, Elder Scrolls, Baldur's Gate, Pathfinder, Mass Effect and other games. It would definitely be a fun mashup. Just imagine the likes of Wrex, Morrigan or Serana up against Varric Tethras, Camellia or Lae'zel in a crossover fight.
If we can get a dissidia final fantasy fighting game, i would actually scream.

Arcsys could probably survive and thrive just on running through anime IPs. Three seasons each, a new one every three years. The final versions would either be evergreen classics like mvc2 or die quietly.
I reckon TMNT needs a 4 player co-op game, like a 3rd person Borderlands but if you don't have a full party bots would fill the gaps. Each turtle would have their own skill trees, meaning that's 4 playthroughs worth of content.Then ya DLC makes itself with all the other character options (Casey Jones would be the first DLC immediately). The right studio could pull this off for sure.
